Department shall deny a license if issuance would cause a manufacturer, distributor, factory branch, factory representative, or related controlled entity to violate section 49-1613, Idaho Code, effective immediately upon passage.

Prohibits manufacturers and distributors from directly or indirectly engaging in distribution, sale, offer for sale, or lease of new motor vehicles to purchasers in Idaho except through franchised dealers with written franchise agreements.

Allows manufacturers to temporarily operate a dealership for up to one (1) year if the dealership is for sale to a qualified independent person at fair market price, or extendable to two (2) years total upon showing good cause to the department.

Makes technical corrections and grammatical amendments to existing unlawful acts provisions for licensees and manufacturers.

Declares the legislation an emergency, making it effective immediately upon passage and approval.
