Amends Section 22-2718 to revise Idaho State Soil and Water Conservation Commission membership from five (5) members appointed by the governor with geographic consideration to a division-based system with members representing six divisions of the Idaho association of soil conservation districts, effective July 1, 2021.

Requires soil and water conservation districts to submit a list of up to three (3) names for each commission position, with the governor appointing members from the submitted list rather than the governor's discretion.

Repeals Section 22-2719 relating to the creation of soil conservation districts.

Amends Section 22-2721 to allow district supervisors to increase the number of supervisors from five (5) to seven (7) or decrease from seven (7) to five (5) upon majority vote of the district board, rather than requiring permission from the state commission.

Removes obsolete language from Section 22-2717 (definitions) and updates a code reference in Section 22-2726.
