Adds "college extra credit" to the definition of "property or resources" that cannot be used for political purposes or advocacy.

Prohibits public entities, their employees, and public officials from providing or offering college extra credit to students at state institutions of higher learning to encourage voting or to influence how a student votes on candidates or ballot measures.

Maintains existing prohibitions on public entities and officials from making expenditures from public funds to advocate for or against candidates or ballot measures.

Maintains existing prohibitions on using public property or resources to advocate for or against candidates or ballot measures.
