Appropriates $46,113,300 total to the Department of Agriculture for fiscal year 2022 (July 1, 2021 through June 30, 2022) across eight program areas including Administration, Animal Industries, Agricultural Resources, Plant Industries, Agricultural Inspections, Market Development, Animal Damage Control, and Sheep and Goat Health Board.

Authorizes the Department of Agriculture no more than 216.00 full-time equivalent positions during fiscal year 2022, unless additional positions are specifically authorized by the Governor with Joint Finance-Appropriations Committee notification.

Requires the Department of Agriculture to maximize appropriations for the Watercraft Inspection Program to prevent zebra mussels, quagga mussels, and other aquatic invasive species from spreading into Idaho waters.

Encourages the Department to use roving inspection stations, expand holiday weekend coverage, and increase staffing during busy holiday periods to intercept watercraft transport.

Directs the Department to gather data on watercraft bypassing inspection stations and nighttime border crossings, seek federal funding for invasive species prevention, and report findings to legislative committees during the 2022 session.
