Repeals Chapter 17, Title 33, Idaho Code relating to driver training courses and replaces the class D supervised instruction permit system with a new learner's permit and intermediate license framework.

Establishes a learner's permit for persons aged 14-15 years requiring applicant and legal guardian to apply in person, pass written knowledge and vision tests, and document supervised driving hours with a parent or legal guardian.

Creates an intermediate license for persons aged 16-17 years who complete 50 documented supervised driving hours, remain crash-free and conviction-free for 6 months, and pass required tests; intermediate license holders cannot drive between 11:00 p.m. and 4:00 a.m. unless accompanied by a licensed driver 21 years or older and cannot have more than one nonfamily passenger under 21 years of age.

Allows persons aged 17 years or older to obtain a full driver's license upon completion of written knowledge test, vision test, and driving examination without the learner's permit or intermediate license requirements.

Modifies restricted school attendance driving permits to require completion of driver training course and compliance with school district attendance verification for minors aged 14-16 in districts with less than 150 people and no school bus service.
