Adds Section 67-9302 to Idaho Code establishing a procedure for the state to declare federal executive orders, agency orders, rules, regulations, acts of Congress, and federal court rulings null and void if they exceed enumerated federal powers or violate Idaho's constitution.

Allows any current Idaho House or Senate member to file a complaint with the federalism committee chairmen, House Speaker, and Senate President Pro Tempore regarding enforceability of federal actions.

Requires the federalism committee to survey and determine within 15 days whether a complaint has merit, and if pursuing the action, schedule a public meeting within 30 days.

Suspends enforcement of federal actions that began after January 1, 2021 by state agencies and political subdivisions until the committee makes a determination; federal actions beginning before that date remain in effect during the hearing process.

If the committee finds a federal action exceeds federal authority or violates Idaho's constitution, it prepares a report to the legislature and legislation may be introduced to declare the federal action null and void in Idaho, prohibiting state enforcement.
