Secretary of state prescribes the form and arrangement of all ballots, absentee ballots, sample ballots, ballot labels, and related election documents consistent with state election laws.

Names of candidates for federal, state, county, and city offices shall be rotated in the manner determined by the secretary of state.

Names of candidates for other offices shall be rotated by the secretary of state for political entities with more than 100,000 registered voters at the last general election.

In all other elections, candidate order shall be determined by applying the first letter of each candidate's last name to a random alphabet selected prior to each election by the secretary of state.

No candidate's name may appear on a ballot for more than one partisan office or one judicial office, except precinct committeemen may seek one additional office on the same ballot; this exception does not apply to presidential electors.
