Appropriates $38,684,700 to the Division of Occupational and Professional Licenses for fiscal year 2022 (July 1, 2021 through June 30, 2022) across four programs: Building Construction and Real Estate ($17,378,400), Occupational Licenses ($3,070,900), Health Professions ($6,854,800), and Administration ($11,380,600).

Authorizes the Division to maintain no more than 271.20 full-time equivalent positions during the fiscal year, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

Exempts the Division from standard program transfer limitations, allowing unlimited transfers between programs, except that legislative appropriations cannot be transferred between different funds without express legislative approval.
