Requires each school in Idaho to establish a school community council to involve parents in decision-making and analyze school academic performance, revenues, and expenditures.

School community councils must develop and submit continuous improvement plans to the school district board of trustees with clear, measurable targets based on student outcomes and progress reports.

High school councils consist of 6 parent members and 4 school employee members (including principal); other schools have 4 parent members and 2 school employee members (including principal).

Council members serve two-year terms elected by secret ballot in April, with terms staggered so approximately half stand for election each year; parent members cannot be employed by the school district.

School administrators and district boards of trustees are prohibited from discouraging councils from discussing issues or offering recommendations, and district boards must provide annual training on council authority and responsibilities.
