Directs $9,850,000 from the Public School Income Fund to be distributed for professional development supporting instructors and pupil services staff, with funding distributed by Department of Education formula and tracking of usage and effectiveness required

Defines "distributed" as moneys transferred to school districts and public charter schools with no funds withheld for other contracts or administrative costs

Appropriates additional $3,634,700 from Federal COVID-19 Relief Fund for fiscal year 2021 (July 1, 2020 – June 30, 2021) and declares an emergency for this provision to take effect immediately upon passage and approval
