Appropriates $13,667,600 total ($11,817,600 from General Fund and $1,850,000 from Federal COVID-19 Relief Fund) to the Public Schools Educational Support Program's Division of Central Services for fiscal year 2022 (July 1, 2021 - June 30, 2022)

Allocates up to $2,259,100 for literacy programs, intervention services for non-Title I schools, math initiative programs, and limited-English proficiency evaluation programs

Authorizes up to $2,258,500 for student assessments including college entrance exams for grade 11, preparation exams for grade 10, and high school science end-of-course exams

Designates $4,450,000 for digital content including $1,200,000 for adaptive math instruction and $3,250,000 for research-based programs to assist non-English proficient students and address learning loss

Requires Department of Education to report by December 1, 2021, on all contracts over $25,000 signed during fiscal year 2021, including procurement method and rationale for any sole source contracts
