Increases the electric vehicle registration fee from $140 to $300, collected in addition to all other registration fees on each electric vehicle registered

Allows electric vehicle owners to elect to pay an alternative per-mile charge of 2.5 cents per mile instead of the $300 fee, with annual mileage reporting required to the Idaho Department of Motor Vehicles

Exempts neighborhood electric vehicles as defined in Idaho Code sections 49-115 and 49-123 from the fee requirements

Maintains the plug-in hybrid vehicle fee at $75.00, collected in addition to all other registration fees

Directs all fees collected under this section to be deposited to the highway distribution account and apportioned according to existing law in Idaho Code section 40-701
