Appropriates $199,726,400 to the Department of Health and Welfare Welfare Division for fiscal year 2022 (July 1, 2021 through June 30, 2022), divided between self-reliance operations ($69,602,900) and benefit payments ($130,123,500).

Authorizes no more than 613.50 full-time equivalent positions for the Welfare Division during fiscal year 2022, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Permits the Office of the State Controller to make periodic transfers from the General Fund to the Cooperative Welfare Fund as requested by the Department of Health and Welfare director and approved by the Board of Examiners.

Prohibits transfer of funds appropriated for trustee and benefit payments to any other expense classes during fiscal year 2022.

Requires the Department of Health and Welfare to provide authorized or mandated services only to the extent of funding and available resources appropriated for each budgeted program.
