Appropriates $39,171,300 to the Idaho Department of Education for fiscal year 2022 (July 1, 2021 - June 30, 2022), distributed across Administration ($10,425,500) and Student Services ($28,745,800) programs from multiple fund sources.

Authorizes the Department of Education to employ no more than 123.00 full-time equivalent positions during fiscal year 2022, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Requires the Department of Education to submit a report by December 1, 2021, documenting all contracts signed during fiscal year 2021 for property valued over $25,000, including contract amounts, duration, parties, subjects, and procurement methods used.

Reappropriates up to $19,381,600 in unexpended Federal COVID-19 Relief Fund balances for Emergency Assistance for Non-Public Schools program and $1,600,500 for P-EBT school nutrition services program through June 30, 2022.

Appropriates an additional $21,482,100 from the Federal COVID-19 Relief Fund to the Department of Education for the Student Services Program for fiscal year 2021, effective immediately upon passage and approval.
