Establishes legislative intent that public school administrators, faculty, employees, and students respect dignity of others, acknowledge differing opinions, and foster intellectual honesty, freedom of inquiry, and freedom of speech.

Prohibits advocacy, endorsement, or teaching of "sectarianism" tenets in public schools and higher education institutions, including claims that any sex, race, ethnicity, religion, color, or national origin is inherently superior or inferior.

Prohibits teaching that individuals should be adversely treated based on sex, race, ethnicity, religion, color, or national origin, or that individuals are inherently responsible for actions committed by others of the same characteristics.

Prohibits use of educational materials advocating sectarianism in any school district, public charter school, or institution of higher education.

Prohibits expenditure of public education moneys for any education or program advocating sectarianism, defined as prejudice, discrimination, or hatred arising from attaching relations of inferiority and superiority to differences between subdivisions within a group.
