Establishes legislative intent that public school administrators, faculty, employees, and students respect dignity, acknowledge differing opinions, and foster intellectual honesty, freedom of inquiry, and freedom of speech.

Prohibits public schools, school districts, public charter schools, and higher education institutions from directing or compelling students to affirm that any sex, race, ethnicity, religion, color, or national origin is inherently superior or inferior.

Prohibits compelling students to affirm they should be adversely treated based on sex, race, ethnicity, religion, color, or national origin, or that they are inherently responsible for past actions of others sharing their same characteristics.

Prohibits using or introducing any course of instruction or unit of study that compels students to personally affirm, adopt, or adhere to the prohibited tenets, and prohibits making student distinctions or classifications based on race or color.

Prohibits expenditure of state funds by the state board of education, school districts, public charter schools, or higher education institutions for any purpose prohibited in the legislation; declares the act effective immediately upon passage and approval.
