Prohibits persons or entities from offering pecuniary benefits or consulting arrangements to public servants employed by public agencies when the person or entity is interested in or likely to become interested in government contracts, purchases, payments, claims, or transactions.

Expands existing restrictions on gifts to public servants by adding language that explicitly makes it illegal for non-public servants to offer benefits, not just for public servants to accept them.

Makes technical corrections to Idaho Code Section 18-1356 by capitalizing the first letter of subsection exceptions (Fees, Gifts, Trivial benefits, Benefits).

Maintains existing exceptions for legally prescribed fees, gifts based on kinship or independent relationships, trivial benefits not exceeding $50, and disclosed lobbying activities.

Classifies violations as misdemeanors punishable according to Idaho criminal law provisions.
