Appropriates $16,000,000 from the Cooperative Welfare (Federal) Fund to the Department of Health and Welfare for the Enhanced Medicaid Plan Program for fiscal year 2021 (July 1, 2020 through June 30, 2021) for enhanced reimbursement rates for home- and community-based services.

Appropriates $62,000,000 from the Cooperative Welfare (Federal) Fund to the Department of Health and Welfare for the Enhanced Medicaid Plan Program for fiscal year 2022 (July 1, 2021 through June 30, 2022) for enhanced reimbursement rates for home- and community-based services.

Requires home- and community-based Medicaid providers to receive a reimbursement increase funded by the 10% FMAP increase from April 1, 2021 through March 31, 2022, with funds to be used solely for temporary pay increases or bonuses for direct care workers.

Mandates providers acknowledge the increase is available only for the specified time period and that the funding is onetime federal money that does not obligate the department or Legislature to provide ongoing appropriations for fiscal year 2023.

Declares an emergency, making Sections 1 and 3 effective immediately upon passage and approval.
