Appropriates $1,133,186,900 total for the Public Schools Educational Support Program's Division of Teachers for fiscal year 2022 (July 1, 2021 – June 30, 2022), comprised of $1,113,186,900 from General Fund, $9,000,000 from Federal COVID-19 Relief Fund, and $11,000,000 from Federal Grant Fund.

Transfers $1,113,186,900 from the General Fund to the Public School Income Fund for fiscal year 2022.

Allocates $10,850,000 from the Public School Income Fund specifically for professional development to support instructors and pupil services staff in increasing student learning, mentoring, and collaboration.

Defines "distributed" as moneys transferred to school districts and public charter schools with no funds withheld for other contracts or administrative costs.

Appropriates an additional $3,634,700 from the Federal COVID-19 Relief Fund for fiscal year 2021 (July 1, 2020 – June 30, 2021), effective immediately upon passage.
