House Bill 387 Summary

• Appropriates $629,853,900 to Idaho higher education institutions for fiscal year 2022 (July 1, 2021 - June 30, 2022), distributed among Boise State University ($263,800,200), Idaho State University ($142,688,600), University of Idaho ($173,325,100), Lewis-Clark State College ($43,797,300), and systemwide programs ($6,242,700).

• Allows reappropriation of unexpended and unencumbered balances from fiscal year 2021 dedicated funds for nonrecurring expenditures in fiscal year 2022, subject to confirmation by the Office of the State Controller and Legislative Services Office.

• Exempts the State Board of Education and Board of Regents from object and program transfer limitations, allowing unlimited transfers between expense categories and programs during fiscal year 2022, except legislative appropriations cannot be transferred between different funds without express legislative approval.

• Requires the State Board of Education to make student activity fees more accessible on websites, develop consistent naming conventions for similar fees across institutions, and report on restructuring fees to address affordability and choice by December 17, 2021.
