Appropriates $454,031,900 from the American Rescue Plan Fund to the Public Schools Educational Support Program's Division of Children's Programs for the period July 1, 2021, through June 30, 2022.

Designates all appropriated funds as onetime federal relief for COVID-19 pandemic enhancements or onetime purposes, with no obligation for future state-funded support.

Requires each local education agency receiving funds to acknowledge the onetime nature of the funding and expend accordingly.

Prohibits withdrawals from the Public Education Stabilization Fund for any purpose from July 1, 2021, through June 30, 2023, including encumbered and unencumbered expenditures associated with fiscal year 2022 state funds.

Declares an emergency and makes the act effective July 1, 2021.
