Transfer $100,000 from the General Fund to the Permanent Building Fund for fiscal year 2021 (July 1, 2020 through June 30, 2021) for renovation of the east wing of the first floor of the Idaho State Capitol Building.

Appropriate $100,000 from the Permanent Building Fund to the Department of Administration for the Division of Public Works for fiscal year 2021 for capital outlay on the Capitol Building renovation project.

Transfer $1,900,000 from the General Fund to the Permanent Building Fund on July 1, 2021 for fiscal year 2022 (July 1, 2021 through June 30, 2022) for the same Capitol Building renovation purposes.

Appropriate $1,900,000 from the Permanent Building Fund to the Department of Administration for the Division of Public Works for fiscal year 2022 for capital outlay on the Capitol Building renovation.

Direct the Division of Financial Management to seek cost recovery from American Rescue Plan Act of 2021 funding where allowable under federal guidelines to offset General Fund expenditures, with recovered amounts transferred to an American Rescue Plan Cost Recovery Fund.
