Appropriates $36,000,000 from the Cooperative Welfare (Federal) Fund to the Department of Health and Welfare Division of Welfare, consisting of $5,200,000 for operations and $30,800,000 for benefit payments.

Requires the $36,000,000 to be used for community provider grants addressing COVID-19 pandemic impacts on school-aged children ages 5-13, including learning loss and behavioral health support services.

Sets tiered grant amounts: up to $500,000 for statewide providers, up to $250,000 for regional providers, and up to $20,000 for local providers.

Requires grant releases by specified dates: June 1, 2021 for summer 2021; September 1, 2021 for fall 2021; January 1, 2022 for spring 2022; and May 1, 2022 for summer 2022 grants, with all spending concluding by June 30, 2022.

Reappropriates unexpended balances from prior child care community partner grants (up to $30,000,000) for nonrecurring expenditures through June 30, 2022.
