Suspends the requirement for noncognizable funds to receive prior approval from the division of financial management and board of examiners from May 1, 2021, through the end of the second regular session of the 66th Idaho legislature.

Provides exceptions to the suspension for funds received under conditions that preclude approval or federal funds under the federal/state agreements program for the Idaho military division, unless governed by Senate Bill No. 1204.

Maintains existing rules for interagency billing, capital outlay receipts, and public cash receipts during the suspension period.

Declares the act as emergency legislation, making it effective immediately upon passage and approval.
