Amends Idaho Code Section 48-202 (Anti-Price Discrimination Act) to add new subsection (f) establishing unlawful discrimination practices related to video programming of athletic or sports games or contests owned or managed by state educational institutions governed by Title 33, Idaho Code.

Prohibits licensees or sellers from discriminating against other licensees or purchasers through refusal to negotiate, furnishing video programming on unequal terms, or requiring purchase of unrelated products or services.

Applies the new restrictions to all broadcasting, streaming, publishing, transmitting, or distribution of video programming by any means other than live in-person attendance, regardless of technology or transmission media used.

Makes technical corrections to the existing discrimination statute by adding reference to subsection (f) in the customer selection provision and clarifying language regarding price discrimination.
