Prohibits the governor, state agencies, and political subdivisions from adopting or enforcing any law, rule, regulation, or ordinance that mandates vaccination, immunization, genetic modulation, or inoculation of any person, including during states of emergency or martial law.

Prohibits government entities from issuing isolation or quarantine orders based solely or primarily on a person's vaccination status.

Requires express consent from any person before vaccination by healthcare providers; requires express consent from a legal parent or guardian for minors or incapacitated persons.

Establishes violation of these provisions as a misdemeanor offense.

Declares the act an emergency measure effective upon passage and approval, with severability provisions protecting remaining portions if any provision is invalidated.
