Amends Idaho Code Section 67-5902 to define "immunity passport" as a document or digital record indicating a person is immune to disease through vaccination or infection and recovery, and "immunization status" as an indication of whether a person has received one or more vaccine doses.

Creates new Section 67-5909B establishing that it is an unlawful discriminatory practice for employers, government entities, or public accommodations to refuse services, employment, or access based on a person's immunization status or possession of an immunity passport.

Exempts schools, day care facilities, and licensed nursing homes/long-term care facilities from the immunization discrimination prohibitions when compliance would violate federal Medicare and Medicaid regulations or guidance.

Permits health care facilities to request voluntary disclosure of immunization status from employees and contractors for determining reasonable safety accommodations, and allows treating those who decline to disclose as unvaccinated.

Prohibits requirements for inoculation with vaccines authorized only under emergency use or those undergoing safety trials, and declares the act effective immediately upon passage as an emergency measure.
