Prohibits the state or political subdivisions from requiring vaccination, proof of immunization, or negative laboratory test results for applying for services, entering government venues, or state employment.

Forbids discrimination against state or political subdivision employees based on immunization status, including decisions regarding promotion, compensation, or job duties.

Establishes civil fines of $500 to $1,000 assessed personally to the highest-ranking employee responsible for violations, with fines deposited in the legislative legal defense fund.

Allows individuals wrongfully required to provide immunization proof to seek up to $500 in compensatory damages through small claims court, with remaining fines deposited in the legislative legal defense fund.

Does not apply to immunization requirements for schools under Idaho Code chapter 48, title 39, or day care facilities under chapter 11, title 39.
