Establishes a right to confidentiality and privacy for all persons in Idaho regarding their personal medical information, defined to include medical or dental conditions, diagnoses, treatments, medications, vaccinations, immunizations, genetic modulation, and inoculations.

Prohibits persons, businesses, corporations, schools, agencies, and other entities from conditioning access or requiring release of personal medical information, with exception for health care providers, caretakers, and guardians.

Prohibits employers from requesting or requiring release of personal medical information in connection with hiring, promotion, demotion, retention, disciplinary action, or related employment decisions, while allowing drug screening in compliance with company policy.

Prohibits health care providers, hospitals, and medical care facilities from using a person's medical information to deny access to health care services.

Classifies violations of the employer and general restriction provisions as misdemeanors and directs the attorney general to defend or prosecute rights protected under the act.
