Expands definition of "health care services" in Idaho Code to explicitly include immunization, inoculation, or injection while remaining subject to state health service laws and regulations

Declares it is Idaho public policy that all persons have the right to choose or decline any health care services without penalty or threat of penalty from the federal government

Prohibits public officials, employees, or agents of Idaho or its political subdivisions from acting, assisting in acts, or providing resources to impose, collect, enforce, or effectuate any penalty that violates the health freedom public policy

Establishes penalties for violations: civil penalty up to $1,000 for first violation and misdemeanor charges with jail time up to 6 months or fine up to $5,000 for subsequent violations, with fines to be paid by the individual rather than government entities

Declares the act an emergency measure to take effect immediately upon passage and approval
