Declares that eight existing open disaster emergency declarations shall remain open despite amendments to Idaho Code Section 46-1008 that would otherwise require disaster emergencies to expire within 30 days unless extended by the Legislature.

Preserves open status of the February 1, 2016 declaration for severe winter storms in Bonner, Kootenai, and Benewah counties unless terminated by concurrent resolution.

Preserves open status of four flooding-related declarations from April 21, 2017, May 18, 2017, October 7, 2017, and August 27, 2017 covering multiple counties across Idaho unless terminated by concurrent resolution.

Preserves open status of the June 12, 2019 declaration for extraordinary flooding and soil saturation in Adams, Idaho, Latah, Lewis, and Valley counties, and the Nez Perce Reservation unless terminated by concurrent resolution.

Applies the preservation of open status only upon passage of legislation amending Section 46-1008 in the First Regular Session of the Sixty-sixth Idaho Legislature.
