Authorizes the Legislative Council to appoint a two-year committee consisting of ten legislators (five from Senate, five from House) to study natural resource issues in Idaho

Committee shall focus on issues including water distribution system stabilization, aquifer status throughout the state, and wildlife management

Allows the Legislative Council to also appoint ad hoc legislative members and authorizes committee cochairs to appoint technical advisors on water issues, with input from stakeholders

Non-legislative advisors shall not receive reimbursement from legislative funds for per diem, mileage, or expenses and shall not have voting privileges on committee recommendations and proposed legislation

Committee shall provide a progress report to the Second Regular Session of the Sixty-sixth Idaho Legislature and a final report with findings, recommendations, and proposed legislation to the First Regular Session of the Sixty-seventh Idaho Legislature
