Authorizes the Legislative Council to appoint an interim committee to study Idaho's property tax system, including expenditures of property tax revenues.

Committee shall make recommendations providing property tax relief to Idaho residents while encouraging economic development and meeting the needs of local government.

Nonlegislative members may be appointed by committee cochairs but cannot be reimbursed for expenses and have no voting privileges on recommendations or proposed legislation.

Committee must report its findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-sixth Idaho Legislature.

Continuation of work begun by the Legislative Interim Study Committee on Property Taxes and Revenue Expenditures, which met five times in 2020 but required additional time to address Idaho's property tax problems.
