Amends Section 1, Article III of the Idaho Constitution to establish specific signature requirements for ballot initiatives, requiring six percent of qualified electors from each of eighteen legislative districts and six percent statewide.

Requires initiative petitions to begin circulation only after petitioners receive both the fiscal impact statement and official ballot title from the secretary of state, with a maximum circulation period of eighteen months or until April 30 of the election year, whichever is earlier.

Sets the deadline for petition circulation and signature collection as the last day of April in the year the initiative election will be held.

Directs the Legislative Council to prepare required statements per Idaho Code Section 67-453 and the Secretary of State to publish the proposed amendment and supporting arguments.

Submits the constitutional amendment to voters at the next general election with a specified ballot question describing the initiative petition requirements.
