Proposes amendment to Section 17, Article I of the Idaho Constitution to allow warrantless arrests for misdemeanors committed outside an officer's presence if probable cause exists that the person poses an imminent and continuing threat to public safety.

Requires the legislature to specifically designate by statute which misdemeanor offenses qualify for warrantless arrest under this exception.

Directs the Legislative Council to prepare statements required by Idaho Code Section 67-453 and the Secretary of State to publish the proposed amendment and arguments.

Submits the amendment question to Idaho voters at the next general election asking whether to authorize warrantless arrests for offenses outside an officer's presence when based on probable cause and authorized under state law.
