Amends Idaho Code Section 42-612 to allow water districts to charge fees instead of assessments for water rediverted through a second water district.

Applies when water is diverted from a natural waterway regulated by one water district, then conveyed and rediverted through a different natural waterway under Section 42-105(1), Idaho Code, regulated by a second water district.

Fees charged by the second water district must be limited to costs and expenses for watermaster services including data collection, water measurement, conveyance of water, and record keeping directly attributable to the rediverted water.

Water users or delivery organizations charged fees under this provision are ineligible to vote at annual water district meetings, unless they hold other assessed water rights in the district.

Establishes that fees charged under this provision are not considered assessments under existing water district law.
