• Revises the definition of "local salary schedule" to specify minimum compensation of $38,500 for instructional and pupil service staff, or $42,500 for staff holding a professional endorsement, based on amounts established in section 33-1004E.

• Allows instructional staff seeking professional endorsement to provide additional evidence of effective teaching in exceptional cases where standard requirements are not met.

• Allows pupil service staff seeking professional endorsement to provide additional evidence of effective student achievement or success in exceptional cases where standard requirements are not met.

• Modifies advanced professional endorsement requirements to include phased-in criteria through July 1, 2022, requiring staff to demonstrate meeting advanced professional compensation rung performance criteria for three of five previous years.
