Amends Section 37-2701 to revise definitions in Idaho's uniform controlled substances law, including technical corrections to the definition of "drug paraphernalia" and clarifying language regarding controlled substances.

Adds numerous synthetic drugs to Schedule I controlled substances, including fentanyl-related substances with specific structural modifications, synthetic cannabinoids, and substituted cathinones (bath salts).

Amends Section 37-2707 (Schedule II) to update the list of controlled opiates and other substances, correcting terminology from "which" to "that" in the concentrate of poppy straw definition.

Amends Section 37-2711 (Schedule IV) to correct the spelling of "Carisoprodol" and update the list of depressants and stimulants.

Amends Section 37-2713 (Schedule V) to add new controlled substances including Brivaracetam, Ezogabine, Lacosamide, Lasmiditan, Pregabalin, and Pyrovalerone, and clarifies provisions regarding FDA-approved cannabidiol drugs.
