Amends Idaho Code Section 36-1604 to revise landowner liability protections for recreational use of private and public land, airstrips, and water areas.

Expands the definition of "recreational purposes" to include activities such as hunting, fishing, boating, camping, hiking, snowmobiling, and viewing historical or scientific sites when done without charge.

Clarifies that landowners owe no duty of care to keep premises safe or provide warnings of dangerous conditions for recreational users, and installation or failure to maintain safety warnings does not create liability.

Extends liability protections to landowners who lease public land to governmental entities for recreational access, and to landowners subject to conservation easements, as long as no direct charges are made to the public.

Provides that persons using another's land for recreational purposes remain liable for any damage they cause to land, property, livestock, or crops, and that liability protections do not apply to those charging compensation for recreational use.
