Creates a disaster emergency account administered by the governor to pay obligations and expenses arising from declared state disasters.

Authorizes the governor to direct transfer of funds to the disaster emergency account in a tiered approach: first from the account itself, then from the general account fund, then from any eligible state accounts if insufficient funds exist.

Caps emergency fund transfers from subsection 46-1005A (2)(b) and (c) at one percent (1%) of annual general account fund appropriations per fiscal year, unless the legislature approves an exceedance by concurrent resolution.

Permits the governor to use restitution funds from non-state sources to reimburse accounts from which emergency response funds were drawn.

Declares the act severable and effective immediately upon passage and approval.
