Maintains the president pro tempore of the senate and speaker of the house authorization to make expenditures from the legislative account for necessary legislative expenses including salaries, travel, insurance, and capital outlay

Directs the state controller to implement a financial reporting system that exempts legislative expenditures from standard accounting provisions and requires monthly reports delivered to presiding officers and governor by the fifth working day of the following month

Declares an emergency and provides retroactive application to January 1, 2021
