Creates the Federal COVID-19 Relief Fund in the state treasury to account for receipts, disbursements, and reimbursements from the Coronavirus Aid, Relief, and Economic Security Act, the Coronavirus Response and Relief Supplemental Appropriations Act, and other federal stimulus moneys received by Idaho.

The Office of the State Treasurer shall invest idle moneys in the Federal COVID-19 Relief Fund, and the fund shall retain its interest earnings.

Appropriates $70,000 from the Federal COVID-19 Relief Fund to the Commission of Pardons and Parole for operating expenditures during the period July 1, 2020, through June 30, 2021.

Declares an emergency and makes the act effective upon passage and approval.
