Repeals Section 56-209m (weight control pilot program), Section 56-236 (Idaho Health Insurance Access Card Act), Section 56-237 (legislative purpose), Section 56-241 (small business health insurance pilot program), and Section 56-242 (Idaho Health Insurance Access Card).

Amends Section 56-238 to remove the definition of "eligible adult" and narrow the scope of definitions to apply only to Sections 56-238 and 56-239 instead of Sections 56-236 through 56-242.

Removes the definition of "small business health insurance pilot program" from Section 56-238.

Amends Section 56-254 to remove references to employees of small businesses and the pilot program described in repealed Section 56-241, eliminating that group from medical assistance eligibility.
