Amends Idaho Code Section 48-603 to clarify that price gouging laws apply only to increases in the price of goods sold, explicitly excluding any increase in the margin earned through such sales during declared emergencies.

Specifies that courts determining whether a price increase is exorbitant or excessive must compare prices charged immediately before and after the emergency declaration period for fuel, food, pharmaceuticals, or water.

Requires courts to consider additional costs of doing business and increased prices due to loss of sales or volume sold because of the disaster or emergency when evaluating price increases.

Eliminates the private cause of action under the price gouging provisions, making violations enforceable only by the state rather than individual consumers.

Declares the act an emergency measure effective upon passage and approval.
