Requires public agencies and political subdivisions to score and rank qualified respondents based on established criteria and make the ranking and scoring methodology available to the public

Allows public agencies to establish and select from a preapproved list of two (2) or more qualified persons or firms (reduced from three (3)) for consideration, with notice requirements and a maximum five-year validity period

Permits public agencies to request information about rates, overhead, and multipliers from firms, but prohibits using such information for ranking purposes in the selection process

Clarifies procedures for negotiation, including formal termination of negotiations with highest-ranked firms before moving to next-ranked candidates, with authority to cancel procurement if no satisfactory agreement is reached
