Establishes innovation classrooms where school districts may offer alternative curricula in mathematics, history, English language arts, or science that differs from standard district curriculum.

Allows certified teachers or parents representing a group of students equal to or greater than average class size to request innovation classroom agreements, with districts required to respond within 60 days.

Innovation classroom agreements must specify participating teachers (agreed upon by district and parents), student names, instruction format (in-person, hybrid, or virtual), student learning measures, curriculum materials, and access to district services.

Teachers and certificated staff in innovation classrooms remain school district employees entitled to standard compensation, retirement benefits, health insurance, and worker's compensation.

Students in innovation classrooms are counted for educational funding purposes but may be excluded from school accountability results unless the district chooses inclusion or law requires it; students must still take required state testing and comply with applicable safety and anti-discrimination laws.
