Amends Section 23-948 of Idaho Code regarding waterfront resort alcohol licensing outside city limits.

Allows waterfront resort licenses to remain valid and be transferred even if the lake, reservoir, or river later fails to meet the minimum waterflow (11,000 cubic feet per second) or lake acreage (160 acres) requirements, provided all other applicable requirements are met at issuance or renewal.

Clarifies that existing lake waterfront resort licenses issued before the effective date are not affected by changes to the statute.

Adds property owned by county or city to the list of eligible locations for required boat-launching facilities (in addition to state and federal government property).

Revises terminology to reference "waterfront resort license" instead of "lake waterfront resort license" for consistency.
