Requires grade 4 through 6 students to be rated as advanced by teachers, satisfy earlier grade mathematics requirements, and demonstrate proficiency in all subjects on Idaho standards achievement tests or equivalent assessments.

Mandates that flexible schedule agreements be made in writing by parents or guardians, teachers, and principals, with state funding provided to the home school district at no less than 95% average attendance rate.

Makes flexible schedules optional for school districts and public charter schools; allows mastery-based criteria for qualification and permits the state department of education to review implementation and make legislative recommendations.
