Amends Idaho Code Section 55-2604 to revise definitions related to sport shooting ranges, including clarification that for shotgun sports using portable target throwers, the range area encompasses the entire parcel where shooting may be safely conducted with shotfall remaining on the property.

Defines "expanding" as the enlargement of scale, scope, or membership relating to shooting activities on a range.

Defines "increasing" as becoming more numerous regarding shooting opportunities, locations, or membership on a range.

Specifies that certain actions do not constitute a "substantial change in use," including expanding membership, making safety or noise abatement improvements, increasing events and activities, acquiring buffer zone lands, establishing or expanding use hours between 7:00 a.m. and 10:00 p.m., and relocating or increasing portable shotgun shooting positions.

Corrects a code reference in Idaho Code Section 55-2605 from section 55-2604(57) to reflect the updated definitions and declares the act an emergency measure effective upon passage and approval.
