Members of city council, mayors, and appointed city officers are prohibited from serving as the five appointed trustees of library boards, though councils must appoint one council member as a non-voting liaison annually.

Library board trustee appointments must be made solely on consideration of ability to serve the public's interests, without regard to sex, age, race, nationality, religion, disability, or political affiliation.

Library directors are appointed by the board of trustees and serve at the board's pleasure, with duties including advising the board, implementing policies, supervising staff, and acquiring materials and equipment.

Library directors hire or oversee hiring of all other library employees based on city policies, procedures, and job descriptions, with these employees classified as city employees subject to city personnel policies unless otherwise provided by city ordinance.

Board members serve without salary but may receive actual and necessary budgeted expenses for authorized library business.
